Classification Societies

The Bermuda Maritime Administration has agreements in place with six classification societies. Each agreement meets the IMO standards for delegation to recognised organisations and covers the extent to which functions are delegated to the societies. The six recognised societies are:

American Bureau of Shipping ABS
Bureau Veritas BV
Det Norske Veritas / Germanischer Lloyd DNV-GL
Lloyds Register LR
Registro Italiano Navale RINA
Nippon Kaiji Kyokai ClassNK

 

Each Society is authorised to conduct most statutory surveys and associated certification and approvals on behalf of Bermuda.

The exceptions include:

  • Passenger Ship Safety Certification. This is a partial delegation only and the full passenger ship safety certificate survey is completed jointly with a Bermuda surveyor.
  • Polar Ship Certificate. This is delegated to the vessel’s Classification Society for cargo ships and commercial and private yachts, but not for passenger ships or passenger yachts.
  • Passenger Ship stability approval. Initial approval at delivery is delegated to the recognised classification societies however passenger ship lightship surveys and incline tests are to be completed by Bermuda
  • International Ship Security verification (ISPS). This is not normally delegated and is completed by a Bermuda surveyor wherever possible. Ship Security Plans are all approved by BSMA. On an occasional basis the interim or intermediate verification may be delegated when it is not possible for a Bermuda surveyor to reach the vessel. Such delegations are the subject of an individual appointment letter nominating the attending Classification Society surveyor.
  • International Safety Management audits for ships (ISM/SMC). This is not normally delegated and is completed by a Bermuda surveyor wherever possible. . On an occasional basis the interim or intermediate audit may be delegated when it is not possible for a Bermuda surveyor to reach the vessel. Such delegations are the subject of an individual appointment letter nominating the attending Classification Society surveyor.
  • International Safety Management audits for Companies (ISM/DOC). This is not normally delegated and is completed by a Bermuda surveyor wherever possible. On an occasional basis the annual DOC audit may be delegated if the vessel manager holds a number of DOC’s with different Flags and an REG or approved Classification Society Surveyor is nominated to attend. Such a delegation would however be on the understanding of a Bermuda attendance the subsequent year.
  • Maritime Labour Convention inspections (MLC). This is not normally delegated and is completed by a Bermuda surveyor wherever possible. The Declaration of Maritime Labour Convention Part II (DMLC II) is reviewed by BSMA. On an occasional basis the interim or intermediate verification may be delegated when it is not possible for a Bermuda surveyor to reach the vessel. Such delegations are the subject of an individual appointment letter nominating the attending Classification Society surveyor.

For vessel new build projects BSMA will delegate supervision of the project to the recognised classification society along with the relevant plan approval.
